This framing of the legitimacy gap is pretty profound when u lay it out numerically like that. The comparison to Athenian democracy really puts it in prespective, because we look back and see how wildly exclusionary it was, yet we're doing something arguably worse by excluding 98% of governed beings. I've been thinking alot about how proportionality tests could actually work in practice for interspecies conflicts. The idea that existing judicial frameworks could adapt feels more tangible than starting from scratch.
